Viridian is a neighbourhood of Arlington, not a separate town, and it is worth being clear about that because almost everything else about it is unusual. It is a master-planned community in the north of the city, laid out across the Trinity River bottoms near Green Oaks Boulevard and Collins Street, with something like 850 acres of open space, several lakes, a wooded conservation area and a trail system that ties into River Legacy Parks next door.

The governance is where it gets genuinely different. Viridian sits inside its own Municipal Management District, which handles a layer of infrastructure and services that in the rest of Arlington is simply the city’s job. Residents get City of Arlington water, City of Arlington waste collection on a Wednesday, and Arlington police and fire — but the children go to Hurst-Euless-Bedford ISD, not Arlington ISD. That combination catches people out. A homeowner here reads an Arlington collection rule and it applies; reads an Arlington school rule and it does not; reads about an association and finds there is both an HOA layer and a district layer to satisfy.

The housing is new and still being built, which sets the work apart from anywhere else on our list. There is no fifty-year-old shingle here and no 1968 kitchen. What there is instead is builder punch-out and construction debris on active lots, packaging and offcut from move-in, landscaping and hardscape being added by owners in the first two or three years, garage build-outs, and the occasional warranty repair. The lakes and the conservation ground mean tree and storm work as the planting matures, and the Woodbine sands and clays underneath — the same formation that produced the Cretaceous fossil beds this part of north Arlington is known for, and that the community nods to with its own fossil-themed park — behave differently from the Eagle Ford clays further south, which is exactly why foundation performance varies street to street across this city.

Two authorities, not one, is the practical headline. Arlington’s city rules apply here — the same cart programme, the same roughly two cubic yard weekly cap on brush and bulky items, the same refusal to take construction debris or roofing shingles at the kerb at any volume, and the same Wednesday collection day for this community — and on top of that sit the Municipal Management District and the homeowners’ association, which between them govern where a container may be placed, for how long, and what it may look like from the street. Get that approval in writing before we schedule, because Texas law does not give you any right to place a container against an association’s objection. Physically this is the easiest delivery ground in Arlington. The streets are new and wide, the drives are two and three cars across, the aprons are square and the kerbs are intact. The complications are of the new-build kind: construction traffic, parked trades vehicles, fresh sod and irrigation heads either side of a drive, and paver or stamped finishes that are expensive to repair. Boards go down as standard and we would rather set further from the house than risk a decorative surface. On material, builder debris is bulky and light so a 20 or a 30 usually suits, while any hardscape, stone or concrete goes in a small box we swap. Green material from initial landscaping stays as its own load so it can be mulched. Getting a truck to you

Collins Street north is the simplest line from the yard — straight up the length of Arlington past the Entertainment District and on to Green Oaks Boulevard, about twenty-five minutes off-peak and considerably longer on a Cowboys or Rangers day, which is a real scheduling factor here. SH-360 north and back west on Green Oaks is the alternative when Collins is busy. Before we book we need the association or district approval and the dates it covers, the drive surface and whether it is stamped or paver work, whether the lot is still an active build site, where the irrigation and sod sit, and what the load is.

Permits, streets and placement in Viridian

On a private driveway in Viridian we have not found a permit requirement — Arlington's own homeowner permit guide lists roofing, solar and fences and never mentions containers. Placement in the public street or right-of-way is a different matter, and the requirement follows the address rather than the county. Arlington has no permit called a dumpster permit, but that is not the same as none being needed: Streets and Sidewalks §6.01 prohibits obstructing a sidewalk, median, curb, shoulder, street or public right-of-way, so anything that takes a lane or affects traffic flow needs a Temporary Traffic Control Permit from Public Works — allow a minimum of three business days, keep the traffic control compliant with the Texas MUTCD, and note the $500 a day fine the city publishes for non-compliance — while construction in the right-of-way itself goes through the Public Right-of-Way Permit, Right-of-Way Division, (817) 459-6634. Grand Prairie, Mansfield, Kennedale, Fort Worth, Euless, Bedford, Hurst and Irving each run their own equivalent desk with their own form and lead time, and Pantego and Dalworthington Gardens are separate incorporated towns inside the Arlington street grid, so an Arlington mailing address is not always Arlington's jurisdiction. Where the road is a state route or a frontage road, TxDOT approval comes before the city's. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Viridian the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Asbestos in Texas goes to the health agency, not the environmental one: the demolition and renovation notification is filed with DSHS at least ten working days ahead, and it is required before a building comes down even when no asbestos is present, though 25 TAC §296.1(c) exempts a single private residence or an apartment building of four dwelling units or fewer — so a homeowner gutting their own 1965 ranch sits outside it. TCEQ still regulates the waste stream and the landfill that receives the material. The second is local and catches people out: if a building is 50 years or older, its age cannot be established, or it sits in the Landmark Preservation Overlay, the Landmark Preservation Commission reviews the demolition permit. It generally meets the second Thursday of the month, wants the application at least nine business days ahead, and cannot deny the permit — but it can extend a historic stay by 45 days, which is real time on anything built through roughly 1976. A long-sitting container, meanwhile, is a nuisance and outside-storage question rather than a dumpster-days ordinance: nuisance chapter §2.02(M) makes discarded building materials a nuisance but expressly exempts materials stored in a workmanlike manner in conjunction with an active building permit, so pulling the permit is itself the defence. Before anything is dug, trenched or a stump pulled, call Texas811 at least two working days ahead, as Utilities Code Chapter 251 requires. The ground is the other local variable, and it is the one that decides both the container size and the approach. Soil across the metroplex changes over a few miles in north–south bands — Eagle Ford shale weathering to expansive clay, Woodbine sand and clay, Austin Chalk along the eastern escarpment and Trinity alluvium through the river bottoms — which is why foundation performance varies street to street rather than town to town. That clay shrinks and swells: the USDA soil survey records 40 to 60 percent clay in Houston Black, with cracks half an inch to four inches wide, twelve inches or more deep, open 90 to 150 days a year.
