Forest Hill is a small city of about four square miles sitting between Fort Worth, Everman and Kennedale, and it is one of the shorter runs on our western side — I-20 west and off, no more than twenty minutes with an empty box. It began life around 1860 as Brambleton Station, was incorporated as a village in March 1946 and became a city in April 1949 once it passed five hundred residents. The growth that made it what it is came in the 1960s and 1970s, when it went from a few thousand people to over ten thousand on the back of Fort Worth’s expansion.

That timing is stamped on the housing. Most of Forest Hill is 1960s and 1970s brick and frame ranch on slab, single storey, low-pitched composition roofs, carports and small attached garages, and drives poured narrow for the cars of the period. There is a scatter of older building near the original settlement and along Mansfield Highway, the Business US-287 route that runs through the city and carries most of its commercial frontage. Schools are split between Everman ISD and Fort Worth ISD depending on where you live, which is the sort of detail that tells you how tightly this city is stitched into its neighbours.

The work here is honest maintenance work on a housing stock that is now fifty and sixty years old. Second and third re-roofs after hail lines. Kitchens and bathrooms with original 1968 fittings finally coming out. Garage and shed clear-outs. Fence panels after a wind event. Estate and downsizing clearances as long-term owners move on. Add commercial turnover along Mansfield Highway, where small retail units change hands and get stripped out. Underneath all of it is the same expansive clay, and Forest Hill’s slabs have now been through fifty-odd cycles of summer shrinkage and autumn heave, which is why foundation repair and its heavy wet spoil is a regular part of what we haul out of here.

What we know about working in Forest Hill

Forest Hill is its own city with its own council, its own permitting and its own waste arrangements, so ask the city rather than Arlington about anything touching a street or a kerb. Where Mansfield Highway or the interstate frontage is involved, that is state right-of-way and TxDOT has to be satisfied before a city will look at it. On private property the recurring issue is the drive. A 1970 driveway is narrow, and half a century of clay movement has usually lifted a joint or broken the apron where it meets the street. We need a straight pull and a surface that will carry the load, and we put boards under the rails and the wheel path every time. If the drive genuinely will not take a container we will say so, and the usual answer is to set at the top on the strongest section and shorten the carry another way. Carports are a particular local trap: plenty of houses here have one, and a carport roof is exactly the height that stops a hoist arm going up, so we cannot set under it or immediately in front of it. On material, the sorting rules are the same as everywhere in this county. Shingle tear-off rides alone and is sized by weight. Concrete and pier spoil ride alone in a small box we swap. Getting a truck to you

I-20 west from the yard is the whole run, twenty minutes or so with a clear road, and the city sits right off it. For the southern part of town we come off onto US-287 and back up Mansfield Highway. Sublett Road west through Kennedale is the surface fallback when the interstate is under work, which it often is. Before we book we want the drive width and the state of the apron at the kerb, whether there is a carport and where it sits relative to the drive, what is overhead, the age of the house if walls are coming out, and whether the load is roofing, concrete, household clearance or a commercial strip-out.

Permits, streets and placement in Forest Hill

On a private driveway in Forest Hill we have not found a permit requirement — Arlington's own homeowner permit guide lists roofing, solar and fences and never mentions containers. Placement in the public street or right-of-way is a different matter, and the requirement follows the address rather than the county. Arlington has no permit called a dumpster permit, but that is not the same as none being needed: Streets and Sidewalks §6.01 prohibits obstructing a sidewalk, median, curb, shoulder, street or public right-of-way, so anything that takes a lane or affects traffic flow needs a Temporary Traffic Control Permit from Public Works — allow a minimum of three business days, keep the traffic control compliant with the Texas MUTCD, and note the $500 a day fine the city publishes for non-compliance — while construction in the right-of-way itself goes through the Public Right-of-Way Permit, Right-of-Way Division, (817) 459-6634. Grand Prairie, Mansfield, Kennedale, Fort Worth, Euless, Bedford, Hurst and Irving each run their own equivalent desk with their own form and lead time, and Pantego and Dalworthington Gardens are separate incorporated towns inside the Arlington street grid, so an Arlington mailing address is not always Arlington's jurisdiction. Where the road is a state route or a frontage road, TxDOT approval comes before the city's. Sidewalks and alleys stay clear either way, and in the HOA and master-planned parts of Forest Hill the CC&Rs commonly decide where a container may sit and for how many days, so check with the association first. Sort the approval before you book the delivery. It is a ten-minute call that saves a week.

Two more rules reach every job we run. Asbestos in Texas goes to the health agency, not the environmental one: the demolition and renovation notification is filed with DSHS at least ten working days ahead, and it is required before a building comes down even when no asbestos is present, though 25 TAC §296.1(c) exempts a single private residence or an apartment building of four dwelling units or fewer — so a homeowner gutting their own 1965 ranch sits outside it. TCEQ still regulates the waste stream and the landfill that receives the material. The second is local and catches people out: if a building is 50 years or older, its age cannot be established, or it sits in the Landmark Preservation Overlay, the Landmark Preservation Commission reviews the demolition permit. It generally meets the second Thursday of the month, wants the application at least nine business days ahead, and cannot deny the permit — but it can extend a historic stay by 45 days, which is real time on anything built through roughly 1976. A long-sitting container, meanwhile, is a nuisance and outside-storage question rather than a dumpster-days ordinance: nuisance chapter §2.02(M) makes discarded building materials a nuisance but expressly exempts materials stored in a workmanlike manner in conjunction with an active building permit, so pulling the permit is itself the defence. Before anything is dug, trenched or a stump pulled, call Texas811 at least two working days ahead, as Utilities Code Chapter 251 requires. The ground is the other local variable, and it is the one that decides both the container size and the approach. Soil across the metroplex changes over a few miles in north–south bands — Eagle Ford shale weathering to expansive clay, Woodbine sand and clay, Austin Chalk along the eastern escarpment and Trinity alluvium through the river bottoms — which is why foundation performance varies street to street rather than town to town. That clay shrinks and swells: the USDA soil survey records 40 to 60 percent clay in Houston Black, with cracks half an inch to four inches wide, twelve inches or more deep, open 90 to 150 days a year. Two practical consequences. Wet clay spoil out of a pier or perimeter tunnel job is very heavy for its volume, so it rides in a small container and often in two hauls rather than one big box. And a wet clay approach ruts under a loaded truck, so on the gravel and dirt approaches out on the rural edges we would rather move you a day than leave marks.
